Briggs and Stratton MTD 46PB Petrol Lawnmower *

Hi, I have been clearing out my shed and came across my Briggs and Stratton 46PB lawnmower its a non starter and have no clue how to fix something like that. Theres fuel and oil in it but its not starting pull cord is fine etc. Its in good enough condition few bits of rust but its a lawnmower complete with grass box and fuel / oil.
